The Federal Government has unveiled new guidelines for the safe and efficient interconnection of solar mini-grids to electricity distribution networks. This initiative aims to accelerate the deployment of renewable energy and expand electricity access across the country. Speaking at the launch event in Abuja, the Managing Director of the Nigerian Electricity Management Services Agency and Chief Electrical Officer of the Federation, Engr. Olusegun Adesayo, described the document as “a major milestone in Nigeria’s drive towards achieving a safe, reliable, sustainable and inclusive electricity supply industry.” He highlighted that solar mini-grids have emerged as a critical solution for providing electricity to unserved and underserved communities, which necessitates clear operational regulations.
Adesayo explained that the framework provides comprehensive parameters to guide investors, regulators, and distribution companies. He noted, “The Guidelines provide comprehensive procedures, technical requirements, interconnection models and operational standards for integrating solar mini-grids into distribution networks without compromising grid stability, power quality, system reliability and public safety. The Guidelines seek to reduce uncertainties for investors and developers while strengthening collaboration among Distribution Companies, mini-grid developers, regulators and other stakeholders,” The NEMSA boss added that the new regulatory framework directly aligns with the provisions of the Electricity Act 2023, the Mini-Grid Regulations 2026, and relevant national and international benchmarks, including standards from the International Electrotechnical Commission.
Also addressing the stakeholders, the Permanent Secretary of the Federal Ministry of Power, Alhaji Mahmuda Mamman, who was represented by the Director of Distribution, Mustapha Abba, stated that renewable energy plays a strategic role in expanding access to electricity, improving national energy security, and promoting sustainable economic growth. He emphasized the necessity of having structured parameters as the sub-sector expands. Mamman stated, “As this segment of the electricity market continues to grow, it becomes imperative to establish clear technical and operational frameworks that will ensure safety, reliability and efficient coordination between solar mini-grid systems and existing distribution infrastructure,”
The Permanent Secretary added, “The Guidelines being launched today provide an important framework for ensuring the safe, reliable and efficient interconnection of solar mini-grids to distribution networks across Nigeria.” He maintained that the implementation of the guidelines would strengthen investor confidence, eliminate technical and regulatory bottlenecks, improve overall system reliability, and support the sustainable integration of renewable energy solutions into the national network.
Similarly, the Programme Manager for Energy and Circular Economy of the Delegation of the European Union to Nigeria and ECOWAS, Mr. Godfrey Ogbemudia, praised the initiative. Ogbemudia stated, “The launch of these Guidelines is particularly significant. We are confident that the Guidelines will provide consistency and increase investor confidence in interconnected mini-grid projects.” He reaffirmed the ongoing commitment of the European Union to supporting the energy transition and electrification targets of the country. Concluding the event, the Head of Development Cooperation at the German Embassy, Dr. Karin Jansen, stated that Germany remains committed to supporting the efforts of Nigeria to expand energy access, strengthen its regulatory institutions, and mobilize private capital for renewable energy investments.
